OSHA's ladder rules for workplaces provide a useful conservative safety baseline: a stepladder should be used only as designed, fully opened, and the top or top step should not be used as a standing step. Extension ladder
An extension ladder is non-self-supporting. It must lean against a suitable upper support and requires correct angle, stable footing, proper overlap, secure positioning, and adequate length.
Extension ladders can be appropriate for exterior wall access, but they demand more setup knowledge than a stepladder.
OSHA's portable-ladder rule uses the familiar 4-to-1 setup rule: the ladder base should be approximately 1 foot away from the wall for every 4 feet of working ladder length to the upper support.
Werner also advises that an extension ladder needs more nominal length than the height you are trying to reach because its sections overlap and the highest standing rung is below the top. I would add a second ladder only after a recurring task proves that I actually need one:
